Joint Forces for Clearer Waters in Eastern Finland

What happens when people join forces to discuss values for improving the water quality in an important lake in Eastern Finland? Stakeholders gathered to collectively envision a future for Koitere Lake, nestled within the North Karelian Biosphere Reserve, and discussed shared values of living in harmony with nature, communities that thrive alongside nature, and preserving local traditions.

Regional stakeholders gathered on September 25th, 2025 for the PLURALAKES Visioning Workshop in Ilomantsi in Eastern Finland, joining forces to imagine a sustainable future for Koitere Lake, which is nestled within the North Karelia Biosphere Reserve. Water quality challenges in Koitere Lake include the darkening or browning of water, large fluctuations in water level and associated erosion of shorelines, and higher levels of mercury in fish, risking the health of those who eat fish caught from the lake.

Participants at this workshop represented a diverse mix of perspectives, yet shared common goals: cleaner, healthier waters and communities with local economies and traditions that thrive alongside nature. Visions of the future included clear lakes, reduced shoreline erosion, and lower mercury levels in fish.

Although barriers to change remain and important voices (e.g., industry, water management) were missing, optimism prevailed. Participants noted that regulatory tools, education, and renewed entrepreneurial support could help drive change. A shared sense of responsibility reflected the potential of building a desired future for Koitere Lake that upholds values of nature for itself, society, and culture.

The information shared at this workshop will be used to estimate the economic value of achieving these desired visions for Koitere Lake and to chart pathways to achieving these desired futures.
